For some reason in the Carthaginian campaign I am playing, whenever I put a dirt road in the building line the settlement details never show that trade will increase. Is this a bug?

For some reason in the Carthaginian campaign I am playing, whenever I put a dirt road in the building line the settlement details never show that trade will increase. Is this a bug?
Possibly. Or you could just not have any other adjacent settlements with roads that it can increase with. Either way, it's not ours.
