In my correct campaign it the Aeudi i have destroyind the Arvreni. but in FQA for
the reform to take please is necessary for:
Casse, Arverni, and Aedui must build at least 4 (forum)(L3 Market) collectively
Will this make any difference in the reform.
I believe that it says that the reform is for that 3 factions, your reform cannot be dependant on other factions (except for some reforms that appear after a vannila marian conditions - huge city in Italy)
Edit: wait a moment "collectively"? oh I don't know.
No it will make no difference, the remaining factions can get the reforms on their own.

"Collectively" means between the three factions. The Aedui could build all 4 themselves, or the Casse, or any combination of 4 L3 markets between the 3 factions.
The reform will came have cheat a little, and after two turn have the message of the reform.
