Rebel Spawning

Could someone tell me the name of the text file where the spawn rate for rebels is set. I can't remember or find it for the life of me.

pirate_spawn_value 28

~200 seems appropriate :)

Its the Descr_stat file found in data/world/maps/campaign/imperial_campaign
