It's just those with the current authority to post on the frontpage Caius - this includes all members of the senior moderation staff (Moderator and above) and members (mod leaders and the suchlike) who may need to post any announcements on the frontpage.

No, it better be fixed from backup and edit.

:( It just damaged again and won't allow to be fixed.
