Removing movement penalty for Client Rulers

This is a fantastic mod, Im wondering how I would go about removing the movement penalty for Client Rulers though.

Certus -- open up the file export_descr_character_traits in the Data folder of your EB installation. Search for the string Type4_Governor in the file. There is a short section for this type of character, including the movement rules. Change the two penalty values from -100 to something you find more reasonable...I've reduced them by half to -50 and my client rulers now sally out to meet a besieging foe. If you want to remove it completely, you'll know what to do...
