"Deleting" Town Watch?

Hello...

In my actuall Campain i edited the Script, and so Rome got Marian Reforms earlier.
I was in hope that i could fight Marian Legions now, but all the KI does is spamming Vigiles against me.

I sent spies to Rome and other Italien Towns, and saw that the MIC was high enough in every town to build Marian Cohorts, but all they do is spamming Hordes of Vigiles/Town Watch. :furious3:

Is there a technic to make Cohorts more attractive for the Romans, or deleting them, AND that is save-game compatible?

Removing Vigile's (dozens of) lines of recruitment in the EDB is savegame compatible and will prevent them from recruiting Vigiles
