Seige Towers and Limited Recruitment

Two RTW questions:

1) Is it possible to remove seige towers from a mod completely; i.e. not in custom or campaign?

2) Is is possible to make it so that only one of a unit can be built at a time, in a similar way to the Canons of the Holy Sephulcure in MTW2?
