If you run it through BI.exe you can, but only if you set the faction as horde, and only when the faction is hordeing...to my knowledge.

SpartanGlory198 raised a good point. Sometimes (especially during defensive games) I assault an enemy settlement more to assassinate a family member inside or to destroy their warmaking capacity. I suppose occupying a city, exterminating the population, destroying all the buildings and then pulling out can simulate this to some extent, but then if it revolts back to its previous owner, they get ridiculously high-quality troops, which would backfire.
Well, ive made various factions hordes (unluckily the game CTD's after the second try, and no one has been able to help me..), and when you sack a settlement the owner turns rebel. They still get decent quality troops, so i don't know how good that would work out.
Plus, who's complaining? If a city revolts back to its original a turn or two after its taken, that is very realistic. You also have to remember that the city has(most likely) 0-20 public order when it revolts, so chances are it will revolt again and again until it becomes slave.

I know-- I don't mind that the settlement revolts back to its owners. What I hate is having to fight the gold-chevroned peasants spawned as a result of this reversion. If it was rebel, I guess I wouldn't mind that much, but with normal factions, they tend to take out these gold-chevroned peasants to fight you, which I find extremely annoying, the same way wardogs and German spear phalangites are annoying.
