In Mercia (blessed with iron), I can't upgrade my metalsmith. The castle is now a citadel but the Metalsmith Workshop is not available to me. Is there some other hidden prerequisite that the poster just doesn't show?

You must be playing Late, the English for some strange reason get a metalsmith there. But there is no iron in Mercia, so you can't upgrade it. At least I think that is the deal.
