I`ve been wandering if someone have ever achieved thalassokratia and have become the ruler of the seas.
Pirates come from anywhere at anytime and ships are quite costly. Is it possible to get rid of them? Achieve thalassokratia is as impossible to achieve as augustian reforms?
BTW, where can I find a list of those roman provincias? I have about 40 settlements and only got sicily and korsim/sardim provinces.

And you ought to already have a governorship as long as you have a governor in those provinces, apparently. Governor of Sicilia. Not sure if there's one for the Lipari islands as yet...

Ships are expensive, so you need a decent economy, but with a few fleets you should be able to dominate. Remember, upgrade your military ports and build the strongest fleets you can, it really pays off as they increase in strength exponentially.
