We might be allies with someone but that does not mean we share our most advanced weapons technology. Otherwise you could form an alliance with the USA, then cancel the alliance, and be as technologically advanced as the USA.

You do trading or agreements, like a defensive treaty would imply a nation can help you and if they help you, then you have that level.
While another treaty could be if you wanted to share, you could.

I think I will just leave tech trading up to Role play just tell me you want to sell or give your tech and I'll raise ther level.
Sorry I havent made any progress on the Role PMs so far but the franticness of that mixup earlier has realy put me off my stride. All I want to do right now is kill things on Mount&Blade.

If by group you mean alliance then yes but you may have to make a choice if one alliance attacks the other.

Ugh I've allmost finished the USSR and boy it is tough to keep from going crazy and giving them things like armoured bears.
If by armoured bears you mean the world's largest division of tanks, waiting to steamroll through western Europe (and Turkey, can't forget them).
