In that case EB has not been installed properly. It might be a case of reinstalling or even downloading the mod install file again (perhaps from a different source).

i'm now uninstalling EB1.1 and all that goes with this mod,i'm gonna try to download it again from another source...

Don't download 1.0 at all. Pointless. Please try reinstalling EB again however. Remember that it is really best to go for a reinstall of the entire package however if that is too time consuming uninstalling first (rather than just deleting the EB folder) is a must.
If you want to download the install file again, download it from the ftp as we are in control of the file directly. Obviously the best way to download it is through a torrent program but that may be a bit tricky now as seeding may be a problem.

Step by step? There's a guide for that, you know... If you ignore the fact the screens look different it should be just fine; as you need to do just about the exact same anyways.
ok,i've created a new folder with rome total war in it and i'm at the stage where it asks me where to install EB1.1,
do I install in the new folder(outside of program files of course)?

Anywhere you like, anywhere you like. That's what it's a shortcut for. ~:)
EB may not be the correct mod for you. Anyway, to get past the missing mss32.dll file problem, see the installation validation thread.

I think he means the our Proto-Germanic Voicemod. For obvious reasons it's quite similar to Middle Dutch, Old Norse, Old German, Old English etc. (These being the exponents of Proto-Germanic languages.)
