For my own :2cents: worth....
I have not noted any difference in terms of accuracy, but in my experience the Mangonel enjoys a greater range, and the projectile did seem to have a greater impact....but I suppose the question remains as to whether these attributes are sufficient to justify the difference in cost and tech requirements....or whether it is best to wait until gunpowder becomes available.
Mangonels and trebuchets both have a range of 240 meters. The mangonel has a power rating of 250, vs 150 for the treb. The mangonel has a bigger blast radius as well. In vanilla, there is probably a bug in that trebs cannot be recruited until High, while mangonels can be recruited in any era (assuming you can get Master Siege Engineer before then).
Dont think its a bug Drone. It was one of the many gameplay choices of CA for the eras me thinks - some of them had good intentions (like say banning crossbows in early for gameplay reasons although ahistorical), but others (like making crossbowmen available through dismounting mounted crossbows in early and making ALL crossbows available at once in high in order probably for the player to use as many units as possible before finishing the campaign) kinda messed them up.

I don't believe so.. A Catapult or Trebuchet is perfectly sufficient, from that technology I would next use bombards, then demi-culverins.
I am often too busy spending money on armoury, horse breeding and especially Royal Courts to pay for the Master Siege Engineer, in order to create a major industrial area for..
I have an idea for a new thread!
