Not sure about their financial standing, but considering the complexity of the task and the precision of the execution, they weren't just mindless pawns.

Not mindless. Need a mind to manipulate first. But the key thinkers aren't the ones strapping on explosives or doing the attacks.

Much like we don't expect our generals to lead the charge anymore. The bomb makers, planners and leaders aren't leading by example, it would be a very short lived terrorist group that did that.
