OK, I feel I have to put in my two penneth *stands on soap box*
An awful lot of the comments on this thread are very true and very interesting. I also see them as an "opinion", most of which the majority of players agree on.
However (Go on admit that you were waiting for it) While all these points are valid there is also the fact that you could keep going finding finer and finer points on improving the game. If the developers did this then Rome would not be here. It would be in constant development.
I personally feel (there's that personal opinion thing again) that Rome is an improvement from the previous two total war games on the strategy side, but also agree that the battles appear to have dropped down a few points. In general RTW is the best available at the moment and I am enjoying it. I try to ignore the problems and work round those I can to make the game as enjoyable as possible. *gets off soap box*
In summary:
Enjoy the game and try not to get too involved with the problems ~:)

Perhaps but you have a better chance of winning the lottery. I wouldn't know because I've only seen storms at sea and volcanoes in the whole time I've played the game. The "disasters" programming doesn't work well and rarely works at all. I had to resort to modding to finally see a storm at sea after about 10 campaigns. The scripted "events" work, but the random disasters seem to turn off after saving and reloading. When they work they are not even that random, they happen right on the frequency specified in the disaster file, e.g like clockwork once every 3 years if I give a frequency of "3."
jjnip talked about battlefield weather and mods. RTW has the same bug as appeared in MTW--weather changing several times in battle. Some territories never get precipitation, but in the ones that do it will rain/snow after a few minutes in every single battle, and start/stop/change intensity every few minutes throughout. This is one that should have been fixed. I can't imagine it taking very long to recode the routine for determining whether or not to change weather mid battle.
