Yes, that is one way.
You can also change the resources available in a given region, thus increasing trade income.
Is there another way? I'd like to do some further testing.

How do you upgrade the towns, for example would it be great to let the seleucids start with huge cities..

What happened when you tried that?
Well, actually nothing happened, except from that when i pressed "start campaign", the game just went into the main menu.
So I must have wrote something wrong in the txt file, something that the game do not accept.
Try that error command....i can't remember what it is so ask in the modding forums, but it will tell you what has gone wrong.
