Cheney's verbal bluntness endeared him to as many as it put off. The other factors you mention: health, moderate charisma (not John Kerry/Al Gore but certainly not Clinton/Reagan), and the negatives some associate with Haliburton et al ( I don't think he is corrupt, but even I have some qualms with the Senate seat to Board room do-si-do, it just feels wrong) probably give him too much of a hurdle to overcome -- depending who the dems send against him.
A agree with you about Condi. She's not an experienced enough politician to turn the SecState role into a positive. For the presidency she'd need to take on a governors role first, or maybe a term as Veep. As it is, she has some pluses, but still conveys too lightweight an image.
Early betting on the Rep side would be McCain, but it is WAY early.

The Haliburton links to the administration and no-bid contracts are a bit different. Not so much illegal (overall) but certainly unethical.

Id vote for Condi over Cheney in the primary, but either would be an excellent President. I think Condi is younger and smarter though..
How many vice presidents in the history of the USA have contested for the Presidential elections and how many have not (barring those who could not contest due to ill health)?
Surely it is the normal thing for VPs to try for the number one position... being number two for 8 years would kind of stink. ~;)

I remember when Bush chose Cheney as his Veep for the 2000 election. Cheney said then that it would only be for one term, yada, yada, yada. Five years later, and the speculation is on a 2008 run for big Kahuna?
