For Napoleon, his empire didn't stretch as far as the Roman one. And it only lasted for roughly two decades.
For the EU, I'm already beginning to feel subjugated by their laws, norms and what-not.
But napoleon had the very roman project of a unified law system, which lasted more than two decades because it determined the development of jurisdiction and bureaucracy over a much longer period, thats the parallell. Same goes for EU.
