I think both should be taken in measure. Yes, Bush has quite low numbers, but congress also has numbers that are at or even below historical lows. The public is clearly dissatisfied with government in general, as well as with president Bush in specific. I don't know that I'd term it a smokescreen to point out that Congress is also polling at all-time lows.

This is so sad but 100% true. Baring some lip service, most congresscritters that I've seen cheerful ignore their constituency and do as they damn well please for their own personal gain. The general attitude seems to be "Because we know better than you all" moreso lately. As Xiahou pointed out, these polls are symptoms of a much bigger problem overall. :no:
