With their low building requirements and relative low cost, skirmishing Jinettes would make the Americas campaign a cakewalk. They'd roll right over Aztec archers and massacre Aztec heavy infantry.
So Kingdoms nerfed Jinettes and decided, to be fair, to nerf Desert Cavalry too.
That is the only thing I can think of that puts any glimmer of rationality into what is an otherwise purely inexplicable blunder.

If you want to edit the grand campaign run the unpacker batch file to unpack all. The EDU is in the data folder
so, does anyone know why they implemented this "cannot_skirmish" feature for most javelin units in the kingdom? at times it is applied even to units called "skirmishers" (welsh skirmishers, for example).
on a side note, i personally find non-skirmishing javelin cavalry to be more accurate with their missiles so i usually take it off skirmish unless i want them to skirmish for some special reason.
