anyway, what I wanted to ask is, are all these weapons just triggered by date, i.e. set to "appear" by a certain year? If so, how are they "assigned" to a particular general or even a particular faction?

By the way InEnemyLands triggers is bugged and works the opposide then intended.
So, if you don't use bug-fixer, all InEnemyLands conditions should really be read like InHomeLands.

I don't know was it intentional, but gaining Spear of Wotan or Sword of Chinglu is really difficult.
The reason for that is that both items require general with PaganConversion trait.
And that trait can only be gained in cities Sol Invictus, Mithras and Pai temples, none of which are native to Saxons or Huns (roman and sarmatian temples).

These two hun and saxon speicific weapons are very difficult to get.
First, it must be faction leader, second it needs to have lots of command starts (not easy in BI), and third character needs to gain PaganConversion trait, only gainable in roman temples and in one of sarmatian temples. That's makes getting theses very rare.

What does that InCivilizedLands mean? I mean is it civilized if the Huns capture Constantinople? Where is the cut?

I think it is the opposite from InBarbarian lands, which in original RTW ment in any province that it controlled by barbarian culture.
Now in BI, I'm not sure does it inlcude just barbarian culture, or it includes huns and nomads too.

What happens to relics (and titles for that matter) when the character dies? Or, sinks on a ship?
Do they just have some chance of respawning at some later time?

Yep. All the titles and weapons have a trigger. Part of the trigger is 'Does not exist'. If it doesn't, then if all the other requirements are met it can spawn. Titles and such work just like Ancilleries with the exception of there can be only one.

I don't see why, it was all on topic , legendary weapons led to speculation on whether or not the arc of the covenant was a weapon, which led to discussion about the possibilities of destructive properties, mixed with a bit of humour which was harmless.
