Beskar the maps allready done and there are a trade good that boosts a countries tech level so when I said eight I meant that that is the best tech level he can get without joining nato and getting their free handouts.

frankly we have enough bonus's as is. Perhaps I can choose 2 nations to get the increased tech level, but both have to be smaller than me?

You shouldn't automatically state that his president would be killed by the CIA. Afterall, it is up to Caius to decide whether or not he wants to assassinate. You never know, Caius might not care at all if West Germany attacks France. It is up to him to decide.
Same with your talk about Israel. It is up to Caius to decide whether or not he will support them in a war. No point making it a player game, if you are automatically assuming it will follow Cold War Style exactly as many of the actions are not historical.

I realy dont see what is so hard to take in the NPC's wont attack Israel because the point of israel's defensive alliance is to get the USA involved and as far as they are concerned its not worth the risk.

They would call for a ceasefire, saying there is a greater enemies. Muslims should not be fighting against eachother at this time, when their entire faith is at stake. They would declare a jihad against Israel and go straight for them and if America can actually attempt to save Israel, which is really cannot do, without having to glass the entire Middle East.

You said economy doesn't account for anything any more in game, except for trade resources. I think a Holy War won't be prevented just because some nation on the other side of the planet is their ally. The mass of armies you gave everyone would completely overrun the nation before America even got online and that is if America would do anything.
