What I actually meant was, that we could change the rules so that not the person who guesses a city posts the next one, but rather anyone who wishes to post a city. We could go with your idea and put up several cities at the same time, to make this game more fun. I think that is what you mean (well, what I think you think I meant ~;) )

Most of those countries would be in Africa. Fewer in Asia. Very small number in Europe.
Standing military of foreigners... now THAT's an interesting clue.
To the image itself: it's virtually featureless, except for the gov't/military-looking set of buildings and parade field in the lower right. The white-ish buildings north of those look either gov't or hotel. Roads are paved, and there's plenty of traffic (mostly cars). Bottom left shows "angle parking", vs parallell.
I see some, but not many, individual houses, so either folks live in apartment buildings, or we see a buisness/industrial area (seems to conflict with a pop <100K).
Dunno.

edit: Louis provides palm trees as a clue. Yikes!
edit II: wild-ass guess: Okrika, Nigeria, in the area briefly known as Biafra.

btw, if you look at the san jose pic and belize you will spot some similarities!

thats why i mentioned the word at the end of two consecutive sentences,
when i do something cheesy like that it most likely a clue!

Yeah; the 'name-change', 'foreign army' & palm trees clues did it for me - tho' not directly. The other clues served to confirm, after I'd found the likely country/continent. I spent a bunch o'time touring Africa, and found that any city/town less than 500K pop. was low-rez, and not probably your choice.

This city of 400,000+ souls, was first mentioned on maps in 1154, so it's been around a good while. It has been in the news within the last 3 months. It's both a capital and port city.

Clues: This city's country is something of an anomaly when compared with the surrounding area.
This city is the third-largest, population-wise, in the country.
I see a western looking city.
It has roundabouts and a traffic machine in the building.
The sea appears to be on the west side.
The shadows indicates that we are in the southern hemisphere.
I can't judge whether the traffic is left handed.
The clues indicate that we might find ourselves on a continent sourrounded by developing contries? Maybe South America or Africa?
Third largest city... It is not Brisbane because I have lived there and don't recognise it.
Lot's of outdoor amd large parking space is disfavouring Asia.
I can't think of any city that matches...
