Togo - surrendered on 26 August 1914. No real German military forces were stationed there.
German South West Africa - last German military units surrendered on 9 July 1915.

Edit: Also, looks like the military part is not the most important one. Without trading partners you could soon find yourself in a very difficult situation. Diplomacy and getting your Economy in line are much more important.

Btw, Russia starts with Czar ruling the Empire. When revolution does happen then Player(s) will receive an option - join the revolution or not. Choosing the wrong side and losing will mean the Player(s) are defeated and thus his/their former country will become NPC.

They are notNot all are available from the start. You need Universities if you want to research new technologies.
Also, there are requirements that Players must fulfill in order to make a technology available for research.
