Well based purely on the kills I would think that it would be someone with some experience who made the killing on UltraWar, because they have to understand the fact that he hasn't survived in a long time. So for that reason, and that reason alone (as well as in the interest of more conversation).

Not necessarily with experience, could be a random pick (like we did in mafia IV) or just a sadistic mindset of one of our mafioso. The only experience one needs to target Ultra this early, is managing to click ones left mouse button and opening the Mafia FAQ and synopsis of previous games thread.
