I'm also thinking "spanish influence", so maybe south or central america, although doing a quick tour of those capitals/big cities yielded no matches for me.
'Moving through space and time' might refer to earthquake activity.
Currently: stumped.
What city/country plans its streets on a general grid, with apartment buildings on the outside of the block surrounding a green mini-park-like area in the middle?

It's a small city, so it might be tough to find. The residents are famous for their wit.

I'm gonna need to use a "life-line" and ask drone to eliminate half the choices of continents, just to narrow the search more:
Africa
Asia
Australia
Europe
North America
(Central and)South America
If you're willing, please strike-thru 3 of those choices.

that should narrow it down to either Africa or South America.
My initial feel is Central America... The sun favours northern hemisphere.

So Europe, Asia... Eurasia (thanks for the assist :bow:).
So I thought Khazakhstan, home to Borat's fictional village, which was apparently actually filmed in a small town in Romania.
L00king, but no matches yet. Surprisingly, Romania has very few hi-res cities mapped by Google, yet Khazakhstan has several.

Yup, it's my favorite thing.
"hellas" = good clue drone. It nagged me in the back of my mind all throughout the ball-game. "Gonna look at Greece, as soon as Manning wraps this up", I thought. LoL

The city pictured is the new Sparta, created after the Greek Independence near the ruins of the old city. It serves as the capitol of the Laconia province. Back in Byzantine days, the title for the Peloponnese peninsula was called the Despotate of Morea, based at Mystras, a few kilos to the west.
Like I said, it was tougher than I planned. The "city" has less than 18K population, and there just isn't much to it today. Since it was a planned city, the layout doesn't look Greek or even European, although I can't imagine the courtyards anywhere other than the Med. I soon realized that I couldn't find any meaningful clues without giving the whole thing away. I'll try to line up a bunch before posting next time.
@KukriKhan - Miserable game, wasn't it? Colts look on, Saints can be good, but they look like they could use another couple of weeks of practice.

I did not mean for my post to be inferred by the readers as being sneering in any respect or much less was i spitting an answer at anyone. My post was only meant in jest or tongue in cheek if you will. In retrospect it was just probably bad form on my part to attempt a "tongue in cheek" post in a thread where i have never posted before; not to mention i was also enjoying the Colts/Saints game as well ( Thank the Gods it's Football Season!!) and perhaps my Heineken induced giddiness reflected as outright obnoxiousness in my post. For that......my apologies friend.

As for the Saints: Yea, they definately forgot to come back out for the 2nd half of that game. Maybe they forgot to come back out because they had to make sure they got good seats back in Baton Rouge for tomorrow night's LSU vs VTech game. :dizzy2:
