Let me be the first to acknowledge the newly formed Islamic Caliphate of the Levant. I hereby invite the leader(s) of this new nation to accept a closer economical and diplomatic relationship with Egypt.
I am glad that the crisis in Russia is finally over and Czar Nicholas showed to all the rebellious elements who is the rightful ruler of his Empire. Let this be a lesson to all who dare to rise against their ruler. It also seems that the Spanish rebels has been taught a good lesson and the peace on Iberia has been restored. Whilst the news from St. Petersburg and Cadiz are good, the same can not be said for the news coming from France, Egypt and the Ottoman Empire. I think the idea of the Bavarian King could be extremely helpful in such a delicate moment.
What do you, gentlemen, think about a meeting in Munich, Bavaria?

The Netherlands also wishes to recognise the new nation within the Levant, and wish to recognize that all trade routes and trade cities are, and hopefully will be, open both ways.
We are unsettled by the brutal murder in Spain by the French army. I think that the actions of the French King, murdering so many people, is disgraceful. At the same time the bankruptcy of the Ottoman Empire and France is a cause for a Congress, and I would commend a Congress In Munich. The Dutch Empire is rich in resources, and we are willing to financially help any baknrupt nations with loans, or if need be we will happily fund any expedtions. If the Ottoman Empire or France have any negotating regarding loans I will be happy to hear them out.
I also wish to announce that the city of Zanzibar is now under Dutch colonial rule. We hope that other nations will recognize and support this claim.

The Danube Monarchy can not approve the terror over the peaceful Christian subjects and the destruction of holy churches. This state seriously destabilises the Near East and therefore, Austria will not recognise the so called "Caliphate".

In his opening speach, Ludwig I, King of Bayern, blames France, England and Russia for ruining the economy with their uncontrolled expenses and silly desire of fruitless wars. Esp. France remains a permanet threat for peace, order and wealth.
He suggests, that these three countries should have to cut their expenses and increase taxes so that they will be able to pay half of their debts within 5 years.
He also suggests to sign a treaty, that all campaign against foreign countries have to be approoved by the concert of five and that the big five should be able to punish any agressor.
The concert should also watch rebels all over Europe and do what is necessary to guarantee order.
Regarding Greece, Ludwig thinks that it is time that it leaves the Ottoman Empire and becomes a Christian Kingdom.
Lord Canning is pleased to announce that he will attend the Congress and also tables that he wishes to discuss the issue of that hot bed of republicianism and slavery the USA as well as the other issues already tabled.
The Dutch - Belgian Kingdom will also be attending the conference in a hope to stop Europe from falling into a serious crisis.
I agree with King Ludwig's analysis of the situation we have fallen into. The pointless, destructive mainland wars of larger powers has increased financial problems for the entirety of Europe. I also disagree with the idea of a collection of larger nations being bound by law to restrict wars. While this may sound like a contradiction to my previous statement; it is that the flaws of human nature can easily courrpt such a assembly. The advantages of a concert, such as the one which exsists, is that if nations war the same restrictions are in place but the course of action is not decided by *possibly* courrpt nations.
A more sound idea would be to have the entire Concert of Europe, major and minor nations, to have the powers to certify and refuse wars and other such violent acts or events. This will mean that courrption is less of a problem, favourtism is less of a problem, and the true colours of a war would be brought out.

It is a honor to be invited to this meeting .to solve our problems. I will agree with King Ludwig’s analysis, but there is one thing I think my fellow Kings,Emperors and Sultans do not understand. War is a expensive luxury. When I first intervene in Spain to help fight the rebels, I already short on supplies and was warned my debt was rising…. Just for my Spanish intervention. And my debt went though the roof of Versailles when I was foolishly led into the war with England. And now I am left with debt, with most nations not offering me any aid expect for the Dutch, and that is only for loans. I demanded compensation from the Spanish King and he denied. I am offended. So I saved him from potently being executed, and I spend millions of talers along with 20% losses of my Spanish Army, and this is what I get? Criticism? I think half of the debt should be erased so we can focus on paying off the other half and for helping our people get jobs and improving advancements in certain industry’s.
I made my point on that. Onwards my friends!
I think it be a bad idea to have a collection of nations, I must agree with my Dutch friend with this. I think this is a real good idea for rebellions and uprisings, like in Spain, or my nation a few years ago, but not for anything else. What do you think would happen if we Criticize the English for fighting the Americans, especially burning down their towns? War will break out between all of us. I am no fool. I know the tensions between Austria and England for example, or France and the Ottomans.
For the Republican ideas, I think we should allow people to express themselves, but punish any uprisings harshly.
And for Greece, I firmly believe Greece should be independent.

I personally was in Spain fighting the rebels. I see how they fought. They were enthusiastic, but not very well trained expect for the professional troops in their service. They were fighting for a cause. I believe that people should not be treated to harshly, like my King said. I am not saying you grant independent status, God no. Just make sure you don’t press certain people the wrong way. That is how Napoleon came to power. That is how the Spanish King was almost executed.

The Greek question is indeed a very intriguing one. We admire the art of the Ancient Greeks but such a sympathy should not weaken our judgement on the issue. We should grant the Greeks religious freedom and participation in the government, we should envourage the Sultan to abolish the discriminational laws towards the Christians in his Empire. I am afraid such a precent may create the illusion that rebellions can make the greatest powers in Europe to change their policy and in this way for the sake of ignorant mobs to ignore the real interests of their country and people. Shall I remind you, gentlemen, that the French Revolution, that madness that put the end of the life of a monarch and his family, began in this way. The result we had was 20 years of war that ravaged Europe. Indeed, I can not approve cruelty over the Greeks but I will not support such an independence. For what will the next step? Revolution in Paris? Uprising of the Polish that are never satisfied by the status quo? or perhaps another rebellions in Italy... No, gentlemen, I do not think this is a good idea. Reforms, yes but a whole new state puts too many question on the table. There are too many questions but no answers. Therefore, Vienna does not approve the idea of a Greek independence, for the sole reason this does not seem to serve our purpose of European stability.
I would like to defend the Tzar of Russia whose representative has not arrived in Munich yet (though the Tzar assured me he will send a representative), perhaps due to to the enormrous distances between St.Petersburg and Munich. I do not think Russia can be blamed for the instability and the recent war with Persia. I think we should be glad that the Russian government managed to cope swiftly with the rebellion. Austria also declares that it will cooperate with Russia on the Polish question and the Austrian police will prevent any potential revolutionary activitites amongst the Polish subejcts of the Danube Empire that can threaten the status quo in the East. Perhaps Prussia may also join our efforts in that matter?
On another aspect, I would like to express my hope that France is not a threat for the European peace. It brought down the rebellion in Spain for the sake of the stability in Europe and reconsidered its past mistakes that I am sure will not be repeated. I have high hopes that France will become one of the pilars of European peace.

Well, before we end this meeting, I would like to hear a clear plan how France wants to end his financial problems and how to restore order.

In the light of recent events, I'm willing to work towards a clear decision in regards to these rebelious communities.
Also, In the recent years the colonisation of Africa has been intensified. It may be wise to come to an agreement on this topic to avoid future tensions.

My appologies for being up late for the meeting, yet still I care to join in the important topic discussions.
First of all, I bless all those who support my rule, and right over the Russian throne, thus I give an honest russianman hug.
Never the less, as I noticed, my country is being blamed for the curent finantial situation, and I cannot disagree with that, BUT...
Improving the new Concert ideas like a pact agains a rebells - only after the main rebellian period, saying honestly,which did caused that crisis, is a non-consequencial ethic.
On my oppinion, the concert should go through a whole bunch of important points in a consequencial ethical norm, not only aiming to a particular event or situation. We must not protect the past, but to secure the present for the safety on the future.
My conclusional point is - discussing about each major and possibly minor nation, making a topic about its agression, economics e.c. and trying to improve something we don't like. Thus, one nation never will arrise agains many.
Situation with the Greece.
1)The nation will be accepted as an independent state, when it will be able to fight for its freedom, with the winning force.
2)the Nation will be accepted as an independent state, when people in this region used to be lowed to the ground, like worms by the region owner.
I partly accept their freedom, however if more that 1 privel. will be given to people of Greece, I will deny their independence.
The idea is that the country, consisting of different nations, should take some responobility, and should try and improve life of all the people.

It seems that events, outside the controle of all of us, have prolongued this meeting. That's why I see it as my duty to reenergise the debate.

I believe that there is little objection voiced so far to have a non-aggression pact between all the members of this meeting. Nothing more, nothing less.
In addition, there should be agreements about spheres of influence. As I believe these will become the next obstacle for European stability.
3) How to fight republican ideas.
This is a point that hasn't been discussed enough. At least not detailed enough.

We will borrow money from the Dutch. We will cut our spending and cut our military (slowly) to have a small but elite military. Money from the loans will be use to pay down the debt and some of it will be use to help people get jobs and invest in our economy and industries.

I agree, Sultan of Egypt. However, I think I am not the best suited for making up my thoughts of spheres of influces.
3) How to fight republican ideas.
Censorship when need be. Give the people want they want short of racial demands. Reward people for obedience and punish them for unrest. Secret police may not be a bad idea.

Dutch troops are on stand by to help us if needed. Reliable Native French troops are being sent in to guard me and sent to the trouble spots to "encourage" the people to go home and live normal lives.
5) the future of Greece
Allow Greece to be independent. Place a small western force on the island to make sure order is maintain and protect against incursions from the Ottoman Empire. Place trading ports there to help them expand trading wise.
I would like to be more precise with the measures against the revolutionary threat. Such an agreement has been reached with the Russian Empire.

Austria and Russia have made an agreement. Earlier, Russia promised to defend the territories and the interests of the Austrian Empire. Now, Austria wishes to help Russia. In the Austrian “Polish” territories there is no place for revolutionists and our police will work against such elements. I hope that the other states will follow our example and will conclude similar treaties for cooperation against the revolutionists. The two Empires can also work closely with the Free City of Krakow against the revolutionists. The status quo must be protected.

Austria does not think Greece should be left independent. Such an act will lead to unexpected complications as I have already warned.
On the spheres of infleunce. I would say that the representative of France demonstrated how delicate the spheres of influence are by keeping silence. Great powers should work together, not rival to partition the world.
Peace keeping is one of the core tasks of a government. I'm in no position to comment on a bilateral agreement, situations sometimes make it necessary to take extraordinary actions. These actions should, however, always be regarded as extraordinary. Every nation should have complete and exclusive soevereinity within its borders. In that regard, I like to caution every nation to keep such agreement always as short as possible and always under the leadership of the nation where the threat is located.
I agree that cooperation will be necessary to keep the peace in Europe. Many nations have set there eyes on Africa. In order to keep tensions between these nations down, it would be opportune to divide Africa in influence spheres of the the nations that are now already involved in Africa. If each nation is designated with enough African resources, then there would be no reason for tensions.
I would like to underline that the control over the revolutions in the Austrian Empire is in the safe hands of the Austrian secret police that is one of the best in Europe. In this case, I simply mean that Austrian security forces will also prosecute any revolutionist from Russia who steps on the territory of the Austrian Empire or dares to plot a revolutionary activity against Russia from Austrian territory and in this way Austria fulfills the solidarity principle of the Veinna treaty. The countries of Europe must deny shelter to those who commit the most dangerous of the crimes, an attempt of revolution (even when done in another country).

Indeed it is. I agree with your views entirely. If we were to put pressure on the Sultan to give independence to Greece, what next? It would cause a ripple effect, and maybe more parts of the Ottoman Empire would begin uprising, because they would believe with enough pressure the Sultan would weaken and give in to their demands. I don't think it would be limited to the Ottoman Empire either. With the situations in France and Russia it would disastrous for either country if such a feeling were to take hold of the population. Greece should remain a part of the Ottoman Empire, but be given religious freedom. Also, as the Chancellor of Austria says, we should put pressure on the Sultan to abolish discriminatory laws that have been put in place against his Christian subjects. Apart from Greece, there is another disturbing matter: the Levantine separatists. The Pope is right to be unsatisfied by the development of events in Europe. And just as he said we have to take care for our religion. I would put the emphasis on the very place where the Saviour was born. It seems the Levantine rebels have dared to attack sacred ruins of Christianity and are harrassing the local Christian population. I wonder what are the suggestions of the Great Powers to cope with the rebellion in the Levant? Perhaps Egypt and the Ottoman Sultan wish to say something on the matter as well? The separatism seems to be spiralling out of control!
Levantine separatists..... Make me sick. I do not support the separatists, especially when they destroy our Christian ruins, and use my nation's alliance with the Turks as a pretext. Chancellor Metternich, I do not know what we could do. Military action is out of the question, and even if it wasn't, would who send a "peacekeeping" force? Perhaps economic sanctions could work here.
For now it would be a good idea to hear the delegations of Egypt and the Ottoman Empire. There are many ways to support a country and direct intervention is only one of them.
Firstly, I'm gratefull that I can have my say in this delicate matter. And in absence of The Ottoman Sultan I feel I can't waste this opportunity.
As you may be well aware, I've ackowledged the new government of the Levant. I even proposed a far going diplomatic relationship. I'm still intent on going through with this.
However, that doesn't mean and I can't stress this enough that I condone their actions.
I'm in 2 thoughts about this issue. On one hand, I feart that they, as a military dictatorship, will only understand a show of force. On the other hand, foreign (Catholic) forces may provoke even more hate and unrest in the region and possibly over the rest of Europe.
I therefor propose the following: I'll have one final talk with the Levant leaders, explaining the severity of the situation. If this fails, then an intervention will be inevitable.
So I beg you, give me a mandate to negotiate a peacefull solution before endangering an allready unstable region.

I think it is too early for this, Mohamed Ali, Lord of Egypt. A man should not always negotiate with rebels for it could be interpreted as a sign of weakness. The situation should be discussed amongst the great powers and with the Ottoman delegation that we hope will finally arrive at Munich and then proceeding against the rebels after hearing all the options. Few days more or less would not change the situation a lot and the recent wave of separatism should be handled carefully or it could have disastrous consequences. Now I step back to give the word of any delegation that wishes to speak on the matter.
I fear that an intervention of the Ottoman Empire is out of the question. The Ottomans have been unresponsive when it comes to internal as well as international affairs ever since their defeat at the hands of the British navy. My belief is that the ottoman sultan has lost his authority over his subjects.
Even if the Ottomans would be willing to intervene at the Levant, I'm anything but confident about there success. Remember, The Levant, earlier an political incompetent regoin, has been able to deny Ottoman rule without retaliation. What power do you think the Ottomans will have now?
So, again, I propose that an Egyptian delegation will be sent to normalize the situation. I'm the key-nation for their international diplomacy. If they want to preserve even the slightest chance of a lasting existence as a nation than they'll have to keep to my good side.
If they don't realise this I'll be forced to intervene with force. With all of their harbours blocaded and certain key positions raided or destroyed, they'll have no other choice than to bend to our international will.
I hereby ask the Concert, again, for a mandate to declare our terms to the leaders of the Levant.
Lord of Egypt, your readiness to resolve the situation and stop the chaos is most appreciated. But for now, I think you are preocuppied with other complicated issues across the Mediterranean and second, it is still too early for negotiations with the rebels. As always the key is the information and I have made steps in this matter whilst waiting for the other delegations to prepare their speech. I expect to gather more information on the issue and hopefully, I will soon report the results of my activity to the Great Powers. I can even propose a concrete measures to deal with the Levantine extremists, if everything is according to the plan.

The Kingdom of France sees no problem in having our Egyptian friends pressure the rebels in Levant to stop their crimes. But, in order not be shown as weak, I think only 1 warning should be given. If not, then military force will have to be applied.

In the name of the Empire of Austria and the Kingdom of Prussia, I, Prince von Metternich would like to announce that Prussia has signed an agreement for recognition of Ernst August as a King of Hanover (further information on the territories of the Kingdom below). Secondly - an announcement - The situation in Greece is resolved - my diplomats have worked with the Sultan to achieve the following:
Greece will become a British colony.
It will be ruled by a National assembly with Christian and Muslim representation - the assembly will be overseen by our Governor General who has the ability to overrule the assembly, but it is anticipated that this will be in exceptional circumstances only.
Britian will determine foreign policy - which will be in line with the concert
There will be a strong trade link with Turkey.
So Greece has a properious and peaceful future ahead of it and its tolerant society with full religious freedom will be a beacon to the world

In order to keep the will of the Concert, will it not be better if a Central European nobleman instead of General Governor oversees the development of Greece? I am willing to support the suggestion of our host, the King of Bavaria (always well accepted by all the Great Powers) to send his brother in Greece for the purpose.

Thank you for the kind offer of assistance, but I will have to decline. Great Britian is an equal partner within the Concert and is more than capable in administering Greece. In fact we have wide experience of such a role in many parts of the world. The concert's sole involvement with Greek affairs will be foreign policy - as all European powers have acknowledged.

In an interview the ambassador of Sardinia and Piement says, that the finacial problems of some nations, caused by their unbroken will to dominate their neighbors by military means, only covers the two real dangers for the wirld: the first one is the unholy desire for personal freedom, a desease born by the French revolution - and the wish of the people to live within their own national identity. Both are dangerous and if both come together, they may destroy the given order. However, while the first one, the desire for freedom, has to be fought with all means of the concert, the wish for national identitiy and freedom should no longer be ignored. The Kingdom of Sardinia thinks that it would be good for all, if the states have borders inline with the borders of the nationalities. Therefore, we support the idea of a Greek Kingdom - without republican ideas - to be a factor of stability in our world.

Fuerst von Metternich gives an interview for an Austrian newspaper in one of the last days of the Conference in Munich. He calmly explains his high hopes that the plan for salvation of France and the agreement with Prussia is to be a solid ground for peace and stability. When asked about the Greek issue and his position, he says the situation within the Ottoman Empire is too unclear to comment right now and that the future of the province will be decided by the Concert at a later moment. Fuerst von Metternich also hopes the Ottoman Sultan will be able to cope with the complexed situation within his realm. He also says that he has put a lot of efforts to keep the balance within Europe after the defeat of Napoleon and will continue to do so. It is also immature, if the rumours are indeed true, for a serious politician to play with dangerous ideas like nationalism and republicanism for his own pleasure, Metternich says. As a Chancellor of Austria he promises that Austria will continue to be a stronghold of the enlightened absolutism, an island of stability and that the Danube monarchy will monitor the situation all around Europe carefully.

Austria is worried by the current situation in France. There is no King in the country and therefore, the country is in a situation of anarchy. This insanity must be stopped immediately. For security reasons, Austria moves its ambassador from Paris to Nancy, close to the French border, and leaves only his assistant in the embassy.
Austria hopes the situation will calm down soon, so that the ambassador can safely return to the capital.

I am quite confused. We have a rebellion in France therefore nothing is stable there; we also have a rebellion in Istanbul, it's the same. Maybe you should write a short chapter about the events until November (the Conference in Munich is just over; the French King has just fled; the rebellion in the Ottoman Empire has just started). In other words, half a chapter.
