Maybe I shouldn't have written new rule 1 in caps. As everybody seemed to stop reading after that. Taken right from the original post.
I'm just using a number grade from -2,-1,1,2,3,4,5 to keep track of cities now. So cities that have only had 1,000 gold spent on them are a -2, meaning they still need 2,000 gold to become active.Quote:

Only cities that have had 3,000 gold spent on them, (a level 1) are active and contribute to your tax income and trade income.
Warluster and UltraWar submitted turns that just did not give me any of the information that I needed to actually complete their orders.
"Found new cities" does not help me if you don't tell me how much money to have you spend on these cities and a general idea of where you want them. Also, found a new city 1,000km west is just dandy if you want your city constructed under water. Go back and read the general rules on page 1. The basics to putting in an order are there, and they've been being updated and simplified consistently.

The war in the British Isles continues to rage on while the rest of the world watches in anticipation. The Anglo-Saxon fortress of Nottingham Castle fell to a combined English/Irish assault, and a bloody battle between the Scots and Anglo-Saxons was fought atop the walls of York itself.
At the same time, the Faroe Isles was drawn into the conflict when a large Scottish army marched into a small farming village belonging the Faroe Islands and declared their sovereignty. They attempted to pillage the place, but the soldiers lost their enthusiasm almost as quickly as they had gained it when they realised the only thing there to pillage were some fishing poles and a few sheep.
As the occurances in the British Isles seem to be the end of the Anglo-Saxons, a small fleet was spotted approaching the Danish coast. It flew the flag of Anglo-Saxony but its crew did not behave hostily towards anything and it was quickly determined to be a small fleet of settlers simply trying to pass through the Danish straits. Upon being questioned by locals, the settlers declared they were on a peaceful route to Poland, where they'd been promised a new homeland and in exchange for vassalage.
The rest of the world, content to make gains in cultural and economic growth, watches on.
(Warluster and Ultrawar, who have been inactive for 2 turns each and for 2 turns each failed to put in an order request that could actually be completed, have been dropped.)
EDIT - (ALSO, at the beginning of turn 5, there will be the first "emperor of all europe" vote, as well as some "natural cultural expansion". This means that at the beginning of turn 5, everybody is going to gain 1 additional settlement, level 1, at a random location within your sphere of influence. ALSO, the size of borders will increase, drawing player held territory closer together. So, unless players are working together, they'll have to be careful where they start marching their armies or settlers.)
Scotland offers the Faroes peace in return for their two settlements closest to Scottish territory.
Faroes tells Scotland to sod off and make it's own cities. We made them with no hostile intentions.

You violated Scottish borders, good sir. I'd say settling three cities a few miles from the nearest Scottish territory is a hostile action.
You have a choice here. Either lose two more cities or lose them all.
To make a deal you can get my other Scottish city. But you won't get the city on the Hebrids. Next to that I expect a payment of 2000 gold. To make up for the money it cost me to make those cities.
If not my entire army will land into Scotland. And since no money was spend last turn I have loads of money to spend on an army that will go and attack you.
