A lot depends on whether people actually drive slow enough and whether they pay enough attention to their surroundings, at least concerning the likelihood of accidents. Although there may be a point in less regulation = fewer accidents if one looks at this map:

Ho Chi Minh looks like Indo. It's crazy when you're not used to it and are weaving in and out of hordes of cars, people, animals and bikes. But in the intersections they are used to it, are generally reasonably cautious and ride the horn to let people know to move. It's good fun.

Thanks for posting this IA. Fascinating. My dad lives in Canada not too far from Kingston (Canada) and Ft Drum (US). I remember about 15 years ago he was telling me about some Canadians talking about Ft Drum being used as a base to launch an attack against Canada. I thought it was absurd. Yes from our perspective it looks ludicrous. However the point is made in the film the the British relinquished their hegemony to the Americans without a struggle. OK the second world war did play a part in that, as we both understood it was in both our interests to smooth the transition.
However, I think it had more to do with the public on both sides of the Atlantic seeing each other as partners and friends. As it should be.
