That is indeed strange. Once I had some naval units that where able to join landarmies. The game crashed if I used them to attack other armies, so I disband them.
In your case the only thing (AFAIK) you could do is waiting until he dies (long time). Have you already tried to kill him with an assassin? Perhaps that works.

I don't think you can assasinate admirals. But this is and odd occurence

I tried to assasinate the guy but there is no target so that won't work.
If he dies he will just be replaced by another admiral I guess?
couldn't I move him out of that city? and if yes, how could I do that?

Did you try bribing it?
Or a Kill/remove character cheat?
Never heard of a city governed by an admiral, strange indeed.
Bribing may not help, because the diplomat would have to "talk" with the admiral...
Go to another carthaginian city and use force diplomacy so they give the city to you for 1000 mnai or so. Then send one of your FMs into this city so he can govern it... maybe that's a possibility
There is no cheat to kill characters. That is a common myth. The command can only be used in a script.
I actually have, and if you do a forum search, you should be able to come up with at least two threads reporting the same anomaly. And the ships joining the armies as well. Anyone have any idea how this happens? I do not remember such thing in vanilla.
Anyway, the admirals never die AFAIK. Just like captains. I have had 100 year old admirals, and not in alex.exe either.
