if it is does he give bonus moral?

As long as I experienced myself, yes, but usually the silver star general didn't give much boost (usually he's just noob tagging arround) and he can't rally!
I think it's just basically equal to having a unit with the command ability.
Nooo the second general didn't had ability to rally...
Theres no evidence to suggest rally does anything anyway.
Rally does work. It's just misnamed. It gives a temporary morale boost to all units near your general. "Wavering" units will revert back to "shaken" or "steady" for about ten seconds, which should give you enough time to stabilize the situation, if practicable.
However, in practical terms it won't do a damn thing to actually rally broken troops. In theory, it may provide enough of a boost to restore a unit's morale back into positive figures, but I wouldn't bet anything on it.
And all this time I have used something to do something it cannot do..
I dont think the silver star general does anything really. It just shows there is a character in the unit, nothing else really. So please don't charge them into pikes because they are worthless on the battlefield. If the two generals are your faction leader and heir.... hehehe
I think miotas meant that the silver star general has the same kind of permanent mini-morale-boost that any unit with the "inspires nearby troops" has - like when troops near a first cohort unit get "happy to be near a command unit".
As for the rally ability - in my own experiences it does bugger all to stop routing troops, but does stabilise non-routing troops - as Cullhwch says - it bumps up the morale status for a short time
But not enough to stop people routing, that is the problem. I have not seen a morale boost due to a silver star general as of present.
Rally does capable to get routing units back... just make sure no enemy troops following them...:laugh4:
Bet you try to rally troops fled from heavy combat, when enemy still nearby... their morale is boosted... but they soon dropped again because enemy still killing their friends...
Bah, where's Foot? I'd bet this Mars bar he said it had no effect. Though that may have been a year ago or more...
