Why does the emperor always or almost always back the Oda clan. Even if he backs another clan, he usually changes his opinion during that year... also, does his opinion change anything??

Whoever claims the emperor's province gets the emperor's backing. The emperor is usually backing Oda because Oda is the closest to his province (yamashiro I think) and thus will most likely conquer it first. You will notice that once you grab the territory, the emperor will back you. The emperor's backing is a good indication of who is in power, since that province is the center of Japan.

As long as you can kick the other clan's butt, it doesn't matter who the emperor backs up.

control of the Emperor's province (I forget the name) gives an honor bonus to troops produced there.
