    Default Some settlements don't growing

    In my campaign (as Rome ofcourse) some settlements don't grow. Kirtsan, owned by Carthage, never grows though Carthage has enough money and the population is large enough. It never grows above town level. The same goes for some other cities owned by various factions.

    Is this a bug or the AI malfunctioning? Can anything be done about it?

    EDIT: Is it possible it has something to do with the "manage all settlements" option?

    Sometimes the AI just ignores upgrading some settlements. In my last campaign, Roma took Taras soon after the start of the game and a hundred years later when I took it, the only thing they had built was a single level of temple upgrade. They could have upgraded the size decades ago too.

    It just seems to be something the AI will do with some random towns. If they loose then retake the town, they will usually treat it normally, though.
