Which areas are you refering to specifically? In your original 5 territories as Rome, IIRC you can't recruit native troops. In sicily you can recruit native troops and in southern italy. THe way it works is like this: The lower the government level, the closer the territory imitates homeland territory. A level 2 government can recruit a lot of factional troops; however since Rome has 4 levels of military reforms, the recruitment of the troops is limited. The higher levels of government (level 3 and 4) imitate more local types of government and allows the people in that territory more freedom, especailly culturally. You can build higher level's of regional Military Industrial Complexes (MIC's) as the level of government increases.

In Rome and Central-Northern provinces (the ones bellow the Gallic tribes) you will get Roarri, Hestati, Equites, and General. In the Central-Southern you will additionaly get Celto-Hellenic spearmen and Samnitees.

In the two most southern you will get all Greek with the addition of Samnite and Roman General.

The northern are Gallic and the new native Italic tribe (I forgot the name).

Well, and the barracks/MICs natch. 'Course, type 3 gov gives you most of the native MIC levels too (caps at level 4 IIRC)...

Here is a graph to illustrate the point."

The Liguriae, which give a decent cavalry and infantry unit.

    Dear Sirs,
Could you be so kind as to let me know which Gov levels and MIC levels I would need to be able to do that?
    Thank you.

Well there are still discusions among the Cornute (sp) about that, they already recruited a Greek General from the Illyrian provinces to protect against Dacian raids while deployed the most technological advanced Gallic armies against the Boii and their Alpine allies.

    anywho... enough roleplaying.
You need regional MIC level 5, and Type Gov't 4.
