As I am aware of noticing or realizing, Stepe armies always had much more men per cavalry unit that ''regular'' (hellenic/roman/gaul/german/african/indian) cavalry units
I don`t think this was the case. Don`t be fooled by RTW combat engine, where horses behave like men. Horses can`t walk sideways and can`t turn in place without much hassle. They walk backwards with great difficulty. Maneuvering a cavalry unit is a very difficult thing and horse archers thrive on outmaneuvering their oppponents (while shooting them down in the proces). HA would probably employ in smaller units than typical melee cavalry to facilitate maneuvers.
