Is there another way of getting the reforms? Because i dont want to lose the battles that are needed for them.
Not as far as I know.
And if you're not losing battles, your army doesn't need a reform.
Whatever faction I play, I always play with the cheapest troops possible at the beginning, and only upgrade my army with better troops after I've lost a major battle.
