It's like suddenly a flock of enemy spies just descended on each and every province, but only for one turn. The next turn evrything went back to normal....weird.
That's called attacking with your king (there's a loyalty bug there). Or if you can actually see the loyalty drop, your naval network went broken.

As the game doesn't like doing that, it will feel like it has hanged up before something happens.
