Just use a diplomat to contact them. Don't even have to conclude a deal.

IIRC you have to have some kind of successful diplomacy with the target faction. Once when I got that mission, I tried for the ATM (alliance, trade, map info) package and gotten turned down. I forgot the diplomat for a couple of turns and left him sitting before I tried that offer on the last turn of the mission (this was before I knew that you could make multiple offers on the same screen). Next turn I got the "mission failed" screen.

In a later campaign, I got the Initiate Diplomacy mission for a faction I was at Abysmal relations with, tried for trade rights and got turned down tried for maps and got turned down and they closed the screen on me. I had an extra turn before the mission was up, so what I did was on the next turn, I gifted them 100 fl, and the mission was completed. It seems that to pass that mission, some type of deal must be concluded, but it can be anything, even a gift (which rarely will get refused-the only time I've ever gotten a refusal on a gift offer was when I've executed their prisoners, sacked and exterminated their settlements, and been at war with them for a long time AND deceitful reputation.)

seems like it takes a lot to get the AI to refuse a gift.

Yeah, the same as the other guy said. You cant just talk to them about diplomacy, you have to actually succeed in diplomatic terms with them. I do believe it could be anything, but it is easier to do when you have a higher reputation, on my current campaign as scotland, my reputation is good, but not with spain and england, as every time i destroy there numerous armies i lop the head off every man in sight and leave them for the crows.

Mmm, FYI you can almost always gift map information to get a diplomatic 'success' at no cost. You can also gift an attack against the rebels as another freebie.

I should've tested it before I posted, but I can't recall if I have a save with one of those missions on tap.

Just gift them something small like 100 fl or map info..dont try to trade for something because if they refuse you can lose valuable time.

Its great when you do this and then evict the rebel stack from your territory onto theirs.
