Problem with 1.5 patch?

I have D/L and installed 1.5 patch and everything is great except for "Bribing"!
In the original game bribing was easy! Almost everyone had a price, but in 1.5 I'm finding hard to bribe... What files do I need to edit to reset the bribery to the vanilla game settings?

As far as I'm aware that's hardcoded.

How could it be hardcoded? If it was hardcoded in the orginal game then they would not have been able to change it in the 1.5 patch?

Hardcoded == Can't be changed by modders
Hardcoded =/= Can't be changed by game creators

The game creators can change the code which modders can't hence for the game creators nothing is hardcoded as they can change any of it.

So the 1.5 Patch was created by the game creaters? I thought it was a modders patch... Thanx!
