    is it possible to create any number under 240 (e.g: 65 or 77 (on large scale))?

    not any number. the number is set on the EDU for normal size and then multiplied x2 for large setting and x3 x4 for huge setting. 77 for example is not possibile
    also you can't go down certain values (don't remember which ones atm)

    then how is thus explained? the savaran in BI are really big and the size is unseen by any other unit in BI (or IBFD) *Ibrahim confused and out of focus*

    don't remember 59 I guess, but it was big for cavalry, even on large size (it's on IBFD flagellum dei, the one that starts in 410AD)

    If it's FM bodyguard, it gets bonus men based on the guy's personal security and Influence scores on top of the base size...

    savaran in IBFD are 50+2 officers, that means 100+2 with large setting
