Any "Cheats" to activate Marian Reforms?

Cheat is probably a little strong, but in my current Romani campaign I've had two characters with all the requirements to trigger the reforms etc. and nothing happened. One guy was faction leader and had it all for 10years, picked up the epithete "Augusts" and then died.
Currently I have 68 provinces and I'm roleplaying the campaign and it is 140BC.
I don't want to go for the 90 province option as by then the game is almost over, in my opinion, and as for getting a "Reformata" I don't want to wait another 100 years.
So is there a way to change things so it occurs automatically after say 65 provinces?

Solved it quite simply in the end, went into EBBS script and changed the trigger >89 to >65.
Though I still can't understand why the two characters that according to what I've read had the right requirements didn't trigger the reforms.
Any way thanks to those who helped.
