To get the marian reorms i have to have more than six of these in italy. Does that mean that i have to put level two governments in, say 7, italian provinces?

No you can build Latifundia with type 1 (and maybe type III too I believe? Not sure about 4 though...)

I don't think you can build in lvl 4's but lvl 1 and 2 definatly can.

However, I have a roleplayign question, about what time should I begin building Latifunda as Rome, because I understand it was the latifunda and long term campaigning that crippled the old Citizen soldiers. Should I then wait until the 2nd Century BC if I try to role play?

Wait until you have a large number of armies in the field for extended periods a long way from home. It's a process.
