Gamespy rated it only 3 out of 5 stars. The reviewer Allen Rausch said it was a pretty solid game overall, and that hardcore Paradox fans should enjoy it. However, he also said that EU Rome suffered from a nonsensical UI, army movement & deployment-related weirdness, and bare-bones diplomacy (which seems very odd given that Paradox titles are generally renowned for their diplomatic options).
