Editing Starting Settlements

I was wondering how to alter the starting settlements?

Specifically, I just want to change some castles to cities (and vice versa).

Now, one more question...after I have edited that file, do I need to do anything with it other than just save changes?

Do I need to create any special mod folders,etc...?

hmmmm...I ran the unpacker, but can't find descr_strat.txt

Ran a search and no hits. Where is this file?

you don't need to unpack to find it

its in
data/world/maps/campaign/imperial_campaign

assuming you're altering the main campaign.
