I'm might be a little dumb here. But what to stop you from moving your inquisitor around?

I never had any of my inquisitors try to do in one of my generals. But as for the local population, IIRC even in the rule book, it suggests that you use the inquisitor to put dread into them to prevent them from uprising. Since i started making more "inquises", I don't have any more rebellions anymore.
