    Is there a way to move the victory conditions up to 65 provinces for rome
    and make the marrians only require 30 and imperial
    passing the time Waiting for spore since 06
    by plying with my balls

    You can edit the VC, it is usually a text document. Just change the VC to whatever you want... Reforms occur as a result of a script, but I do not know how to edit that.
