My deepest fear is not that I am inadequate...my deepest fear is that I am powerful beyond measure.
My understanding is that it works by lowering the morale of any horse cavalry engaged by the camels. If you want to see it happen bait some AI cavalry into engaging against your infantry and flank and charge them with your camels. Unless they've got a heck of a general, it'll be an insta-rout.

I've been using camels quite a bit as the Moors, but TBH I haven't really noticed my Camels causing any cavalry-routs.
In contrast, other units with scaring abilities such as Coyote Priests and elephants are very noticable, which makes me wonder if the 'Scares Horses' attribute works properly.
EDIT: But give your camels a gun and its a different story...

At the end of the day politics is just trash compared to the Gospel.
I'm sure I read somewhere that camels get a simple attack bonus (like +4 or something) against horsemen, rather than affecting their morale.
<-- Not an expert, but I've definitely seen some bonus (Whether due to combat effectiveness or other) for camels against horse cavalry. Of course 90% of MTWII battles feature the 'flank them with cavalry, charge, watch insta-rout' so the effect I saw could just be the standard mechanic of combat.

I've been silly enough to engage Tuareg camels with cavalry head-on a few times, and I would say it definitely seemed to me to be a combat bonus rather than a morale bonus; indeed, the cavalry fought almost to the death, but they killed very few camels and lost very heavily considering the camels' relatively low stats.
