Try the Chivalry: Total War team, they are(have?) trying to make a medieval mod for RTW, but their forums have slowed right down... Which is not a good thing. You could also try getting in touch with The Crusades development team. But I can't make any promises as to whether they'll reply or not. Their team has disbanded and for the project, they pretty much disowned it after they released a stable version.
Chivalry - Total War
The Crusades - Oh, I see you've already made it over to their forum... As Ludens has said, it's pretty much dead.
Looking over this post, I can safely say that the future of Medievalness for Rome: Total War is all lost. However, there could very well be someone with a working Trebuchet model that I don't know about.
You could also try over at the TW Center, if you haven't already. I think there's a mod called Rome Medieval (RM)... I don't know much about so check there. Plus it's still ALIVE!

Dont want to be the bringer of bad tidings but all other threads I've seen have said this has never been done because there basically isn't a skeleton that will support the more complex motion of a trebuchet compared to an onager.
What you could try (and I know this is a heck of a difficult thing) is to make an animations set yourself. Personally I believe it to be possible using the onager skeleton (though I would have to admit to not knowing how the system works myself). I did do something similar to this in my brief fling with animation working on a droideka for Jedi Knight 3 but the system there allowed me to use a human skeleton for the droideka and use some of the bones not needed for things such as a shield. I would look at the skeleton and see if there are any bones you will not need and you can use these to try and create the extra moving parts on the trebuchet. If I remember correctly there are four bones for each wheel and four connectors to these bones. You could try having two bones for the four wheels (because they are symetrical) and then you have two bones to make the motion of the sling and the weight.
