Carthage units missing?

In my Carthage campaign, I've built up my factional barracks to max in Lilibaeum (sp?) on the west coast of Sicily, as well as a few other cities (The Sardinian city for example). I have noticed that on the barrack descriptions are mentioned some unit types that I am not actually receiving once the barracks have been built. One such unit is Iberian Assault Infantry, and I think there was some other unit too. They are in the barrack descriptions but I cannot recruit them.

Is this due to that I have not yet gotten my Carthage reforms, or is it a bug? I'm at work at the moment, but I should be able to give more detailed unit names later when I can get into the game and check.
