Mod Switcher ?

Despite being a member of this community for so long (what's more I'm one of the staff ) I couldn't get involved in M2TW & Mods scene. So this question may come unnecessary already. Anyway..

Do Mods still override whole MTW vanilla, making the vanilla unplayable forever ? Or has a way such as a Mod Switcher been found during my age of negligence ?

If yes, where please?

If not, what does prevent coders from creating a Mod Switcher ?
